Physical activity services at the Victor Santos Municipal Complex for the 2026/2027 season

Summary

The Municipality of Alenquer is procuring physical-activity services for the swimming pools at the Victor Santos Municipal Complex for the 2026/2027 season. The services include swimming for babies, water familiarisation lessons, swimming-technique instruction, aqua aerobics, lifeguarding and pool supervision, and other activities requested by the municipality. The contract runs for approximately 11 months, provisionally from 20 October 2026 to 30 September 2027. The estimated annual volume is 5,631 swimming and aqua-aerobics lessons of 45 minutes: 4,549 swimming lessons and 1,082 aqua-aerobics lessons. Baby swimming lessons last 30 minutes. Pool supervision and lifeguarding are estimated at 3,594 hours: 2,406 winter hours through 30 June with one lifeguard, and 1,188 summer hours from 1 July to 30 September with two lifeguards on duty at the same time. Other activities are estimated at 410 hours. Activities take place Monday to Saturday between 9:00 and 21:00. Actual volumes depend on demand and may be lower than estimated, with no compensation payable for the reduction. The contract ceiling is EUR 116,272 excluding VAT. Proposed unit prices must not exceed EUR 15 per aqua-aerobics lesson and EUR 14 per swimming lesson; EUR 16 for Saturday aqua aerobics and EUR 15 for Saturday swimming; EUR 8 per winter lifeguarding and supervision hour and EUR 11 per summer hour; and EUR 7 per hour for other activities. Minimum amounts payable to technicians are EUR 14 per aqua-aerobics lesson, EUR 13 per swimming lesson, EUR 15 for Saturday aqua aerobics and EUR 14 for Saturday swimming; EUR 7 per winter lifeguarding and supervision hour, EUR 10 per summer hour, and EUR 6 per hour for other activities. Price is the sole award criterion. The tenderer must provide a suitably qualified team, evidence of staff qualifications, the required declarations and a priced offer. The bid must be submitted electronically in Portuguese and signed with a qualified electronic signature by 5 October 2026 at 23:59. Variant bids are not allowed, and bids must remain valid for 10 days. During performance, the provider must submit a technical-pedagogical manual within five days of receiving the schedule information and deliver monthly reports and a final report in Portuguese.
