Summary
The tender is for operating the cafeteria and dining service at the Alcorcón residential home for older people under a services concession. The concessionaire must procure food and cleaning supplies, provide sufficient staff with the training required to deliver the service, and manage its day-to-day operation. The contracting authority provides the premises, water, electricity and gas, and the cafeteria and dining equipment free of charge. The concessionaire is paid directly by customers according to their consumption; the authority makes no direct payment, and the concessionaire bears the commercial risk associated with actual demand. The concession lasts 12 months and may be extended by up to 24 months; the estimated start date is 1 April 2027. The contract is not divided into lots and uses a restricted procedure: only selected candidates invited by the authority may submit bids. Price reductions across the listed breakfast and drinks products can earn up to 49 points, while other automatically assessed service-quality improvements can earn up to 51 points. These include menu choice, calorie and nutrient information, additional cleaning hours, a weekly menu, card payments, a drink included with the daily menu, at least two varieties of fresh fruit each day, and resolution of justified complaints within two weeks, one week or two days. Applicants must meet the financial and experience-based suitability requirements and provide the participation request and supporting evidence. The successful bidder must provide a final guarantee of €2,700 and liability insurance with limits of €600,000 per claim and €150,000 per victim; deductibles are not permitted. During the contract, reusable packaging and disposable packaging made from recycled materials must be used, and both must be recycled at the end of their useful life.
