Corrective maintenance and enhancement of customer information systems

Summary

The procurement is for a framework agreement of up to four years with one service provider to maintain and enhance TMB’s Metro and Bus customer information systems and develop new functional and technical solutions. Work includes diagnosing and correcting software defects and data issues, improving existing systems, requirements analysis, design, programming, testing, deployment and post-launch support. The service covers Java/JEE applications running in SAP WAS and JBoss EAP 7 environments. The estimated total framework value is €1,080,000 excluding VAT; the specific workload will be set in individual contracts awarded under the framework. The bidder must demonstrate annual turnover of at least €405,000 in the relevant field and relevant public-sector customer information and customer service application experience worth at least €200,000 in the best-performing year of the last three years. Valid ISO 9001, ISO 33000 level 4 or higher, and medium-category National Security Scheme (ENS) certificates are required, as is SAP Gold Partner status. The team must include at least a project manager, a senior JEE analyst-programmer and a JEE analyst-programmer, subject to the experience and knowledge thresholds specified in the tender documents. The bid must include the required technical approach and methodology, price offer, team CVs and evidence of knowledge. Maximum hourly rates, excluding VAT, are €70, €60 and €50 respectively. Price accounts for up to 49 points, the team’s technical capacity for up to 31 points and the technical approach for up to 20 points. Systems, user interfaces and documentation must be produced in Catalan.
