Development, implementation and maintenance services for the digital and educational content platform of the INATEL Longevidade+ project – 2026

Summary

The tender concerns the design, development, configuration, implementation, testing, deployment and maintenance of a digital and educational content platform for the INATEL Longevidade+ project. The contract includes a public-facing area and administration area, content and course management, authentication, search, statistics, dashboards, certificates, training, documentation, technical support, corrective and evolutionary maintenance, knowledge transfer and reversibility. Hosting and server infrastructure are provided by the contracting authority or its designated third party, while the contractor remains responsible for application configuration, deployment, integration and support. The estimated maximum price is EUR 74,900 excluding VAT. The contract has two pillars: initial platform delivery and continuing support and maintenance, with a contract term of up to 31 August 2028 and a maximum of 18 reference monthly payments for the continuing services. The proposal deadline is 4 October 2026 at 23:59. No variants or tender guarantee are permitted or required. Award criteria are global price at 70%, the time to make Pillar 1 available in a test environment at 15%, and the concrete technical execution proposal at 15%. The test-environment delivery period must be between 12 and 24 consecutive weeks. The proposal must comply with detailed technical, security, accessibility, data protection, documentation, code delivery and reversibility requirements.
