Vehicle maintenance for the Canary Islands Regional Air Navigation Directorate

Summary

The procurement covers preventive and corrective maintenance of the vehicle fleet assigned to ENAIRE’s Canary Islands Regional Air Navigation Directorate. It is divided into three lots: authorised servicing for Volkswagen, Skoda and Citroën vehicles (EUR 11,000); authorised servicing for Nissan and Renault vehicles (EUR 6,000); and quick repairs, tyre repair and replacement, vehicle inspection arrangements and vehicle transport (EUR 9,000). Lot 3 also covers vehicle collection and return at ENAIRE locations, pre-inspection checks, and tyres in specified sizes in mid-range or premium options. The contract runs for one year, with two possible one-year extensions. The base budget is EUR 26,000 and the estimated total value including extensions is EUR 78,000, excluding taxes. Price is the sole award criterion for lots 1 and 2. For those lots, the hourly labour rate for each relevant vehicle make must not exceed EUR 88. For lot 3, price accounts for up to 80 points and workshop distance from an ENAIRE site for up to 20 points: 0–5 km earns 4 points, over 5 km up to 10 km earns 2, over 10 km up to 15 km earns 1, and over 15 km earns 0. Bidders must provide the workshop authorisation and technical-compliance evidence required for the relevant lot; lots 1 and 2 also require confirmation from the manufacturer or its representative that the workshop is officially affiliated with the relevant makes. The bid must include a certificate confirming compliance with the technical specifications and, for lot 3, evidence of the workshop’s location and availability. Bids must be submitted electronically in Spanish or with a certified translation; one base bid is permitted for each lot applied for. The successful bidder must provide the required insurance certificates and a 5% final performance guarantee. If the bid was initially considered abnormally low, the final guarantee is 10%, with an additional 5% supplementary guarantee.
