Organisation and delivery of Torrenueva municipal sports schools

Summary

The contract covers the organisation and delivery of Torrenueva’s municipal sports schools for school-age children: futsal, 8-a-side and 11-a-side football, tennis, padel, skating, rhythmic gymnastics, basketball, volleyball and multisport. The contractor will arrange classes and competition attendance, recruit and replace monitors and support staff as needed, appoint at least one responsible coordinator, and oversee attendance, timetables, safety and compliance with the rules for using sports facilities. The estimated volume is 2,321 hours per school year. A school generally starts when enrolment reaches at least 75% of its maximum group capacity, and services may be suspended if participation falls below 50%. Invoices are based on hours actually delivered. The contract runs for one school year, for the 2026–2027 season, with an option to extend for one year for the 2027–2028 season. It is not divided into lots. The estimated contract value is €91,076.04; the budget for one season is €45,538.02 excluding VAT and €55,100 including VAT. The reference hourly rate is €19.62. Bids must be submitted electronically and include a compliant organisational and management plan, a price offer and descriptions of any additional commitments offered. Bidders must meet the economic and technical capacity requirements and provide references for comparable services. Both the quality of the plan and the price and proposed additional activities are evaluated: the organisational and management plan is worth up to 25 points and automatically scored criteria up to 75 points. Additional points are available for accompanying children at sports events, staff experience in public-sector sports schools during the previous three years, workshops on healthy lifestyles, equality, safety and risk prevention, and additional sports activities for children.
