Centralised maintenance of railway infrastructure: track and overhead contact line
Summary
The tender covers maintenance of railway infrastructure at RENFE maintenance bases throughout Spain: track and overhead contact lines, together with related equipment such as electrification remote-control systems, traction converters, disconnectors and other auxiliary installations. The work includes scheduled preventive maintenance, on-site presence-based maintenance, and first- and second-stage corrective repairs. Corrective support must be available 24 hours a day, every day of the year. Response deadlines depend on the maintenance base and range from 45 minutes to 24 hours; the usual limit for most high-speed complexes is 45 minutes, reduced to 15 minutes during specified time slots. The contract runs for 48 months, with an option for the contracting entity to extend it by 12 months. Its maximum estimated value is €14,695,618.95 excluding VAT: €11,489,301.69 for the initial term and €3,206,317.26 for the possible extension. Payment depends on the work ordered and completed. The contract is not divided into lots, and variants are not permitted. The contractor must provide and organize staff, vehicles, tools, logistics, spare-parts stocks, maintenance plans and reporting. The technical offer must describe work organization, the team, vehicles and logistics bases, as well as maintenance methods and response arrangements. Bids are assessed on technical quality (40 points) and price (60 points); bids scoring below 20 technical points are excluded. Participation requires annual turnover of at least €4,408,685.69 and technical capacity demonstrated either through references for similar work or the required contractor classification. Liability insurance of at least €2,000,000 is required, together with a final guarantee equal to 5% of the awarded amount.
