Public lighting maintenance service in Motril

Summary

Motril City Council is seeking a three-year service, with an option to extend for one year, to maintain its public street and pedestrian lighting, exterior decorative lighting at municipal buildings and public spaces, and three traffic-signal junctions. The network comprises 10,323 light points. The contractor will perform preventive and corrective maintenance, inspections, repairs, replacements, scheduled cleaning and painting, and keep installation records and maintenance information up to date. Major special renewal or conversion works are outside the service. For exterior decorative lighting, the cost of the luminaires and their control equipment is excluded, while maintenance of the other installation components is included. The contractor must provide telephone cover around the clock and an on-site emergency service. Ordinary faults must generally be repaired within 24 hours, and faults affecting control cabinets within one hour. The service requires premises and spare-parts stock in Motril, a vehicle with a 16-metre working platform, a van, and an assigned team including a general supervisor, a weekday night guard-inspector, and a two-person inspection and maintenance crew. Staff must also be taken over where required by the applicable collective agreement. The estimated contract value is €1,018,344.60. The first three annual budgets including VAT are €249,762.63, €254,301.23 and €258,975.98; the corresponding amounts excluding VAT are €206,415.40, €210,166.30 and €214,029.73. Offers are evaluated on price (up to 50 points), an annual allowance of additional electrical-work hours (up to 10 points) and a technical memorandum (up to 40 points). At least 20 points are required for the qualitative criteria. Bidders must demonstrate the required financial and technical capacity and be authorised low-voltage electrical installers. Offers must be submitted electronically in Spanish or with an official Spanish translation; the successful bidder must provide a final guarantee of 5% of the award price excluding VAT.
