Maintenance of telemedicine equipment for UALSAN peace support operations
Summary
This procurement covers a single, integrated service: preventive and technical maintenance of telemedicine equipment used by UALSAN for peace support operations. Six units of each of nine equipment groups are to be serviced at Madrid and the other locations identified in the tender documents: vital-signs monitors, ECG equipment, ultrasound equipment, teleconsultation systems, surface-examination video equipment, medical image monitors, system workstations, rugged transport cases and a satellite antenna. The work includes cleaning and inspection, functional tests, repairs and replacement of consumables where needed, software updates, and applicable electrical-safety and battery-performance tests. Maintenance must not alter the equipment’s functional characteristics. The contract runs from signature until 30 November 2026; locations include the San Cristóbal barracks in Villaverde, Madrid, and the islands of Alhucemas, Chafarinas and Vélez de la Gomera. The contract is not divided into lots. The estimated value is EUR 51,804.41 excluding VAT, and the maximum budget is EUR 62,683.34 including VAT. The tender must include a description of the maintenance procedure, planned operations, response times and available technical resources, and the contractor must appoint at least one project manager/technical coordinator from its own staff. The price discount is worth up to 70 points and completion time up to 30 points: completion by 10 November 2026 earns 20 points, by 20 November earns 10 points, and by 30 November earns 0 points. Tenders must be submitted electronically. Bidders must be registered in ROLECE by the deadline and submit the required responsible declaration, financial offer and commitment to adhere to the Ministry of Defence’s code of ethics. The selected bidder will also be required to provide evidence of tax and Social Security compliance. The technical specifications require a warranty of at least six months for labour and 24 months for parts and spare parts supplied during the service. Bidders may request an on-site inspection of the equipment, if needed, up to 72 hours before the tender submission deadline.
