Maintenance service for public lighting and municipal installations

Summary

The tender covers comprehensive maintenance of public lighting, electrical installations in municipal buildings, photovoltaic installations and any electrical installations added during the contract in Moixent. The work includes preventive and corrective maintenance, repairs and replacement of lights and other components, regular inspections and reporting, and a 24-hour on-call and emergency service. For a fault posing danger, the contractor must reach the site in less than 30 minutes. Minor faults ordered by the municipality must be repaired within 24 hours; ordinary failed lamps are replaced weekly, with replacement within 24 hours in specified urgent cases. The contract runs for two years, with two possible one-year extensions. The estimated value for the initial two years is €61,710 including VAT; the annual ceiling is €30,855 including VAT. The estimated total value including extensions is €102,000 excluding VAT. The annual price comprises a fixed €14,500 for maintenance labour and ancillary resources and an estimated variable €11,000 for replacement materials; VAT is added to both amounts. The contract is not divided into lots. Bids are scored out of 100 points: discount on the fixed-price element, up to 25; discount on the materials price list, up to 25; discount on labour rates, up to 10; provision and rental of street lighting for local festivals, up to 10; processing festival electrical certificates and connection-point applications, up to 10; supplying the first ten replacement luminaires free of charge each year, up to 10; on-call response time, up to 5; and evidence of knowledge of the lighting installations through an energy audit or accurate installation plans, up to 5. Bidders must be registered in the relevant official bidder register or at least provide proof of an application for registration, hold authorisation as a low-voltage electrical installation contractor, and demonstrate the required insurance and comparable experience. The specified staffing and equipment must also be available.
