Maintenance of road surface markings on roads in Barcelona, Girona, Lleida, Tarragona and Terres de l’Ebre

Summary

The tender covers routine maintenance of horizontal road-surface markings on roads directly managed by the Government of Catalonia in the Barcelona, Girona, Lleida, Tarragona and Terres de l’Ebre areas. The work includes assessing marking condition and carrying out maintenance and repairs. The procurement is divided into five regional lots, and a bidder may be awarded no more than two lots. The contract runs for 48 months from 1 April 2027, or from the later contract-signing date, with a possible extension of up to 12 months. The total tender budget is €37,708,274.56 including VAT. Lot budgets including VAT are: Barcelona €10,410,560.50; Girona €8,737,863.33; Lleida €10,650,699.03; Tarragona €4,812,152.60; and Terres de l’Ebre €3,096,999.10. Payment is based on unit prices, and bid unit prices must not exceed the prices set for the tender. Bidders must demonstrate the required turnover and comparable-work experience, name a works delegate and works manager with appropriate degrees and at least 3 years of relevant experience, and commit to providing the specified vehicles and marking equipment. Bids are assessed on price, technical work planning, traffic and worker safety, sustainability and other added contributions; bidders must score at least 20 out of 40 points in the technical-judgement criteria. Among other contract duties, the contractor must reduce, calculate and compensate the annual carbon emissions associated with the work. For each lot applied for, the bidder must submit the required documents in three separate envelopes; the final guarantee is 5% of the relevant lot’s tender budget excluding VAT.
