Collection and dismantling of end-of-life vehicles in Cubelles

Summary

The contract covers the collection, depollution, dismantling and deregistration arrangements for end-of-life, abandoned, owner-surrendered or municipally transferred vehicles located in Cubelles. The police will request collection, and the contractor must remove the vehicles within 7 calendar days of receiving each request. The contractor must process the vehicles, deliver the resulting waste to an authorised final waste manager, issue a certificate of destruction, and send it to the municipality and any authorities needed to deregister the vehicle. Vehicles received from the municipality must not be returned to active use; hazardous waste must be handled properly, and reuse, recycling and recovery of materials must be ensured. The contract lasts four years. The municipality does not pay for the service; instead, the contractor pays the municipality the amount offered for each vehicle removed. Minimum amounts are EUR 4 per bicycle, EUR 35 per motorcycle or moped, EUR 250 per vehicle weighing up to 3,500 kg, EUR 400 per vehicle over 3,500 kg, and EUR 30 for other items such as engines or chassis. The sole award criterion is the amount offered for each vehicle category: higher offers receive more points, and offers below the minimum amounts are excluded. The category scores total up to 100 points: bicycles 4, motorcycles and mopeds 20, vehicles up to 3,500 kg 70, heavier vehicles 2, and other items 4. Bids must be submitted electronically within 15 calendar days, starting the day after publication of the contract notice. Participation requires a relevant business activity, adequate resources and evidence of the required financial and technical capacity; technical capacity includes accreditation as an authorised end-of-life vehicle treatment centre by the Government of Catalonia.
