Summary
The Municipality of La Pobla de Farnals is procuring a two-year service covering employment-law advice and the complete employment and payroll administration of its workforce. The work includes advice on recruitment, employee registration, grants and incentives, preparation of payroll, social security contributions and personnel-related tax returns. It covers approximately 80 people, with around 15 additional staff potentially employed during the summer months, including personnel under different employment regimes and municipal representatives. The municipality may also request technical reviews of employment and social security records submitted during the performance of other municipal contracts. The contract is scheduled to start on 1 February 2027 and will initially run for two years, with two possible one-year extensions, for a maximum total duration of four years. The estimated value for the initial two-year term is EUR 38,335.90 including VAT (EUR 31,682.56 excluding VAT); the estimated value including possible extensions is EUR 63,365.12 excluding VAT. Invoices will be paid monthly. Tenders must be submitted electronically as a single offer within 15 calendar days of publication of the contract notice. The contract is not divided into lots and variants are not permitted. The tenderer must name a qualified lead professional who will perform the contract directly and provide dedicated payroll software. Payroll preparation and review, preparation and submission of personnel-related contributions and tax returns, requested written responses, required meetings and routine liaison with the municipality must be carried out by the contractor itself, not subcontracted. Participation requires the specified responsible declaration, price offer and evidence for claimed award criteria, as well as compliance with the insurance, experience and qualification requirements. The best-ranked tenderer must provide the requested evidence and a definitive guarantee equal to 5% of the contract award value excluding VAT within seven working days. Tenders are scored out of 100 points: price, up to 45 points; the named professional’s public-sector payroll experience, up to 25 points; assignment of a tax specialist for 15 or 30 hours per year, up to 10 points; the named professional’s relevant employment-law advisory experience, up to 10 points; and an annual no-cost allocation of hours for employment-document reviews, with 10 or 20 hours scoring up to 10 points.
