Support for Planned Financial Control Activities

Summary

The tender is for support to the Municipality of Sant Joan d’Alacant’s planned financial-control activities under its annual financial-control plans. The contractor will help review low-value contracts and detect improper contract splitting, analyse collection and enforcement of receivables from closed financial years, examine named grants exceeding EUR 5,000, and analyse staff expenditure, especially the regularity of payments for extraordinary services. The work includes planning the checks, gathering evidence, and submitting reports with findings and recommendations. The contract runs for two years, with two consecutive one-year extensions possible, up to a maximum total term of four years. The two-year budget ceiling including VAT is EUR 36,086.08; the estimated value including possible extensions is EUR 59,646.40 excluding VAT. The maximum workload is 220 hours per year: 10 for the audit director, 80 for the team leader and 130 for the assistant. Offers are evaluated on price for up to 75 points and automatic quality criteria for up to 25 points. An additional master’s or doctoral degree in public-sector economics earns 5 points per degree, and relevant training earns 2 points per 40 hours, up to 10 points; an official degree or training certificate is required as evidence. Bidders must meet the specified turnover, professional-liability insurance, relevant experience and staffing requirements and provide supporting evidence. Offers must be submitted electronically in a single envelope within 10 business days of publication of the contract notice. The contractor must comply with labour and data-protection requirements and submit financial-control reports. The successful bidder is not required to provide a performance guarantee.
