Supply of a Police Hybrid SUV with Police Equipment

The contract covers the supply of one new, white, non-plug-in self-charging hybrid SUV for use by the Local Police of Las Torres de Cotillas. The contractor must convert and equip the vehicle for police duties, install and legalise the police kit, auxiliary lights, VHF antenna and police livery, arrange the technical inspection and registration, and deliver it fully operational with the required documents, keys and warranty certificates. The budget ceiling is €44,999.99 including VAT (estimated value €37,190.08 excluding VAT). This is a single integrated procurement funded entirely by the Region of Murcia. The vehicle must meet the detailed technical minimum requirements in the tender documents, including requirements for the engine, dimensions, safety equipment, police warning lights and siren, and boot accessories. Spare parts must remain available for at least 10 years from the offer date, and an official service centre must be available in Murcia. The documents conflict on delivery time: the administrative conditions state 90 days from contract signature, while the technical specification sets a maximum of 40 calendar days. Confirm the applicable deadline in the official tender documents. A shorter delivery period earns additional points. Offers must be submitted electronically in one file and include a vehicle-and-equipment price breakdown, a technical catalogue and evidence of compliance. Evaluation awards up to 70 points for price, 14 for a shorter delivery period, 10 for extending the unlimited-mileage warranty on all components, and 6 for free maintenance (2 points per service if provided at an authorised workshop within 30 km of Las Torres de Cotillas). Bidders must demonstrate the required financial and technical capacity and provide evidence of registration or of a timely registration application. The highest-ranked bidder must provide a guarantee equal to 5% of the final price; an additional 1% guarantee applies to an offer initially presumed abnormally low. Payment is made in a single instalment after delivery and acceptance of the vehicle.
