Resurfacing Several Local Roads in Sant Joan de Labritja

Summary

The contract covers the resurfacing of seven publicly accessible local roads in the municipality of Sant Joan de Labritja, divided into two lots. Depending on the condition of each road, the works include cutting, demolishing and milling the existing surface, raising manhole covers and grates to the new level, repairing the granular base, applying bituminous emulsion, laying asphalt mixtures and installing road markings. Lot 1 covers the roads Na Xamena and Camí de Can Toni Mayans. Lot 2 covers Camí des Porrals, Can Llucià, Camí des Prat de Bellmunt, Camí Interior de Safragell and Camí Can Xumeu Racó. Each lot has a three-month completion period. The total budget is EUR 1,123,952.34 excluding VAT and EUR 1,359,982.33 including VAT. The budget for Lot 1 is EUR 538,643.33 excluding VAT; for Lot 2 it is EUR 585,309.01 excluding VAT. A bidder may tender for one or both lots, but must submit a separate bid for each. As a general rule, one bidder may be awarded only one lot, except where applying that limit would leave the other lot without a contract because no other admissible bid is available. The award criteria allocate up to 70 points to price and up to 30 points to full delivery of the improvement specified for the relevant lot at no extra charge. The Lot 1 improvement is construction of a bus stop next to the Sa Cala learning centre. The Lot 2 improvement is resurfacing an additional 180 m-long road section with an average width of 4 m. Any improvement offered must be completed in full at no additional cost. Bidders are generally required to be registered in the official register and to hold the required road-contractor classification for both lots, or demonstrate equivalent capacity where the classification requirement does not apply. Civil-liability insurance of at least EUR 800,000 per claim is required, and the successful bidder must provide a final guarantee equal to 5% of its bid price for the relevant lot, excluding VAT.
