Water lifeguard services at Don Benito municipal sports facilities

Summary

The contract covers water-lifeguard services at the municipal sports facilities in Don Benito, providing pool and spa surveillance, swimmer assistance, rescue, first aid and customer support. In winter, the service covers the indoor pool and spa; in summer, it covers the outdoor pools. The estimated maximum volume is 8,500 hours per year, approximately 5,000 during the winter season and 3,500 during the summer season. Hours will be ordered according to need and only services actually delivered will be paid for; the authority is not required to use the full volume or contract budget. The initial term is two years, planned from 17 November 2026 to 16 November 2028, with a possible one-year extension. The contract is not divided into lots. The maximum budget for the initial two-year term is EUR 323,000 excluding VAT, or EUR 390,830 including 21% VAT. The estimated value for a possible three-year term is EUR 484,500 excluding VAT. Bids must state a price within the budget ceiling. Price is worth up to 40 points and service improvements up to 60 points. Improvements may include an on-site service coordinator for at least five hours per week, continuously contactable and able to reach the facilities in under two hours (10 points); free training, including one automated external defibrillator course and two refresher courses in CPR, rescue techniques and first aid (20 points); and an additional 200 hours of lifeguard services per year (30 points). Any improvements offered become binding contract commitments. Bidders must demonstrate the required financial and technical capacity, and lifeguards must hold the required qualification and training. Before contract signature, the contractor must submit CVs, qualification copies and criminal-record certificates for assigned lifeguards and substitutes. The bid must be submitted electronically with the required responsible declarations and price offer. The successful bidder must provide the requested evidence and a performance guarantee equal to 5% of the final contract price excluding VAT.
