Technical assistance and quality control for renovation works at the Vgo TIC Global HUB site and buildings 1–3 in Vigo

Summary

The procurement covers technical assistance to the construction supervision team and quality control for the renovation of the public realm and buildings 1, 2 and 3 in Vigo, as part of the future Vgo TIC Global HUB. The services are delivered on site and include checking the project and construction preparations, surveying and geometric checks, monitoring construction work and materials, arranging control sampling and tests, measuring completed work, and preparing regular reports and final documentation. The additional control tests are estimated at 20% of the contractor’s quality-control plan. The contract does not cover later fit-out or finishing works for rental spaces. The contract runs for 26 months: the construction works are estimated to take 24 months, followed by up to two months for final measurement and settlement and for obtaining post-completion test results. The budget is €224,000 excluding VAT and €271,040 including 21% VAT. 90% of the price is paid in monthly instalments over the 24-month construction period, with the remaining 10% payable after the works are completed and the required documentation is delivered. The contract is not divided into lots and has no planned extension. Bidders must have at least €75,000 of comparable services in the year of greatest performance within the previous three years, as well as appropriate professional liability insurance. The contract must be staffed by at least three technical professionals with the required qualifications and experience. Tenders must be submitted electronically with the required declarations and evidence. Evaluation awards up to 51 points for the experience and commitment of additional technical specialists and up to 49 points for price; the tender price must not exceed the budget. The successful bidder must provide a 5% final guarantee and the required insurance and occupational-safety documentation before the services begin.
