Supply of two new mini dumpers
Summary
Mancomunidad Norte-Duero is seeking two brand-new mini dumpers. The estimated value is EUR 54,400 excluding VAT, and the tender budget is EUR 65,824 including VAT. The procurement is not divided into lots, and variant bids are not allowed. Each machine must have a 1,000 kg payload; an engine rated at least 21.5 hp/16 kW with displacement above 1,100 cm³; maximum width of 1,200 mm and length of 3,150 mm; a wheelbase of 1,500–1,530 mm; and ground clearance of at least 238 mm. The maximum turning radius is 3,400 mm. Operating weight must exceed 1,200 kg under ISO 6016 with a full fuel tank and a 75 kg operator. Maximum height with the ROPS folded is 1,775 mm, fuel-tank capacity must exceed 21 litres, and level-filled hopper capacity must exceed 415 litres. The machines must be delivered within three months of contract formalisation to Mancomunidad Norte-Duero’s premises in Villalube, Zamora. They must be registered, labelled, have a valid vehicle inspection, and be fully operational and road-ready, with legally required equipment and a tool kit. The supplier must provide evidence of compliance with CE machinery requirements and demonstrate Stage V emissions compliance or compliance with the standard then in force. The supplier must provide free operator training lasting at least four hours. The minimum warranty is one year and covers parts, labour, and, for faults attributable to manufacturing or assembly defects, the required service-vehicle travel or transport of the machine for repair. Bids are assessed on price and measurable technical features: price up to 25 points; increased ground clearance up to 15; height below 1,650 mm with the ROPS folded, 5; reduced width up to 10; turning radius below 2,990 mm, 15; increased fuel-tank capacity up to 5; an authorised service centre less than 30 km from the buyer’s premises, up to 20; and a one-year warranty extension, 5 points. Bids must be submitted electronically and signed within ten working days from the day after publication of the contract notice. Bidders must submit a responsible declaration using the European Single Procurement Document form and their bid. The successful bidder must provide a final performance guarantee equal to 5% of the bid price excluding VAT.
