Supply of two emergency vehicles for Alicante’s fire and rescue service

Summary

Alicante City Council is procuring two emergency vehicles for its fire and rescue service in two lots. Lot 1 is a new aerial ladder fire engine with a working height of at least 32 m and a rescue basket. Lot 2 is a new major-incident vehicle fitted out as an advanced mobile command post, with a working area, independent power and communications, and coordination and information technology. Bidders may tender for either or both lots. The maximum prices excluding VAT are €1,029,486 for Lot 1 and €254,600 for Lot 2, totalling €1,284,086; including 21% VAT, the total is €1,553,744.06. The supplier must provide, adapt, equip, mark, transport, register and homologate the vehicles, deliver them to the Alicante fire service, and supply the required equipment and documentation. The vehicles must meet the detailed technical specifications and applicable safety standards. The general maximum delivery period is 13 months from contract signature; the Lot 2 technical specification separately states a 12-month deadline, so bidders should confirm the applicable deadline for that lot in the official documents. The supplier must arrange a factory visit during assembly and a visit to the Spanish reception centre for final inspection. Training must be provided within one month of receipt over six consecutive days, from 11:00 a.m. to 2:00 p.m. and 5:00 p.m. to 8:00 p.m., and a 30–50-page quick-use guide must be supplied. The documents state a 36-month manufacturing warranty for supplied items and a three-month contract guarantee; the Lot 2 technical specification separately requires at least a 24-month warranty for the complete vehicle. Price accounts for up to 60 points. Other scored items include additional warranty, free periodic inspections and, for Lot 1, additional rescue jump cushions. Bidders must meet the applicable turnover and similar-supply experience requirements and provide supporting evidence. Lot 2 bidders must also submit the specified ISO, SA 8000 and UNE certificates. If personnel are needed during contract performance, the contractor must hire eligible people who have been unemployed for more than 12 months during the preceding 18 months and document compliance.
