Technical assessment of athletes’ biological passport data

Summary

The contract is for 24 months of technical assessment and management of updates to athletes’ biological passports in the hematological and endocrine modules held by CELAD in ADAMS. The provider will check new samples and passport validity, assess irregularities, prepare assessment reports and, where needed, documentation reports, and recommend targeted testing, additional analyses and long-term sample storage. The estimated workload is approximately 1,310 hematological passport sample assessments and 220 endocrine passport sample assessments. The work will be carried out at the provider’s laboratory. The bid must state a unit price for each passport type. The ceiling is €39 excluding VAT, or €47.19 including VAT, per sample. The estimated contract value is €59,670 excluding VAT, and the maximum budget is €72,200.70 including VAT. Neither the unit-price ceiling nor the overall budget may be exceeded. The procurement uses an open abbreviated simplified procedure. At the time of bidding, the bidder must be a WADA-accredited laboratory with a WADA-approved Athlete Passport Management Unit (APMU). Scoring is based on price (up to 49 points), quarterly expert meetings and training (20 points), relevant staff experience and publications (up to 25 points), and arranging an in-person training day with CELAD (6 points).
