Urban passenger transport services in Elda and coordination with other transport services

The contract covers the operation of Elda’s urban public passenger transport service and coordination with other transport services. The initial term is two years, with a possible two-year extension. The estimated total value including the possible extension is €1,867,206.84 excluding VAT; the budget for the initial two years is €1,026,963.76 including VAT. The contract is not divided into lots. Offers are evaluated on price (49 points), service management (20), technology and passenger information (25), and social and environmental aspects (6). The supplier must organise and ensure continuity of bus services, submit a technical plan for service and workforce management, and provide an integrated real-time management and monitoring system compatible with Elda’s Smart City platform. The system must track vehicles, routes, timetables and incidents, collect operational data, and give the municipality real-time access to current and historical information. Passengers must receive real-time information, including at stops and through digital channels. The supplier must ensure data protection and cybersecurity, arrange and pay for an independent audit at least once a year, and account for the transfer of the existing personnel listed in the tender documents. Participation requires evidence of the specified financial and technical capacity, together with a technical plan and a price offer. Bids must be submitted electronically within 30 calendar days of publication of the contract notice. Before contract signature, the successful bidder must provide a final guarantee equal to 5% of the awarded contract price excluding VAT. Service is due to begin in 2027 and is conditional on the availability of budget appropriations.
