Construction of four municipal rental homes in Phase II and three in Phase III

Summary

The procurement covers construction of public-protection municipal rental homes for the municipality of Berzosa del Lozoya, divided into two separate lots: Lot 1, Phase II, comprises four homes (252.32 m²), and Lot 2, Phase III, comprises three homes (195.07 m²). The works include construction in accordance with the projects, together with the necessary works, materials, installations, testing, waste management, permits and handover documentation needed to complete and commission the homes. Bidders may bid for either or both lots; an integrated bid covering both is permitted only in addition to separate bids for each lot. The fixed price is EUR 405,341.45 excluding VAT per lot (EUR 445,875.60 including 10% VAT); the price cannot be reduced or changed. The combined value is EUR 810,682.90 excluding VAT and EUR 891,751.20 including VAT. The ordinary completion period is 9 months for Lot 1 and 12 months for Lot 2; shorter permitted bids are 8 or 7 months respectively, and 11 or 10 months respectively. Offers are assessed using automatic criteria: material enhancements, up to 60 points; a shorter completion period, up to 25 points; and an extended warranty, up to 15 points. For either lot, enhancements may include low-temperature air-source heat-pump-connected radiant and cooling underfloor heating, 60 × 60 cm porcelain tiles with matching skirting, and a mid-range white oven, washing machine and refrigerator. A warranty of 1, 2 or 3 years may be offered for each lot; integrated commitments may extend it to 4 years. An integrated bid may receive up to 15 additional points for scheduling, a joint warranty and additional enhancements benefiting both phases. Bidders must meet the legal and financial capacity requirements, demonstrate the required turnover and relevant construction experience, and provide the required qualified team. The bid must include a responsible declaration and the lot-specific offer and commitments for any selected enhancements, completion period and warranty. The successful bidder must provide a final guarantee of 5% of the contract price excluding VAT.
