Supply and installation of five electrocardiographs for the emergency department

Summary

The tender covers the supply and installation of five electrocardiographs for the Emergency Department at Inca Regional Hospital. The work also includes removing packaging, removing the existing equipment if requested by the contracting authority, training hospital staff, and providing technical service during the two-year warranty period. Delivery, installation and training must be completed within 45 days of contract signature; bidders may offer a shorter period. The contract is not divided into lots. The estimated contract value is €20,301.50 excluding VAT, and the maximum budget is €24,564.82 including 21% VAT. The bidder must price all five units and submit a technical offer demonstrating compliance with the technical specifications, together with a certificate confirming integration with the RADELEC system recognized by Ib-Salut. The technical submission must include a specification table of no more than 10 pages, with exact references to the manufacturer’s documentation. No separate evidence of financial or technical capacity is required. Bids are evaluated out of 100 points: price accounts for up to 30 points, with the remaining points allocated to additional equipment features and delivery time. Additional points may be awarded for features including creation of a complete 12-lead ECG from a retrospective interval of at least 10 seconds, STEMI decision support, alerts for critical findings, automatic ECG recording, a wireless acquisition module, detection of electrode swaps, an integrated physical keyboard, battery life exceeding 10 hours and an extended warranty. Official manufacturer documentation must substantiate any claimed technical features for which points are sought. The minimum warranty is two years; each additional full year earns one point, up to two points. No bid or performance guarantee is required.
