Supply of Cleaning Materials and Products to Aspe City Council

Aspe City Council is seeking a supply of cleaning and maintenance materials and products for municipal buildings, parks and gardens, streets, and sports facilities. The contract is not divided into lots: the supplier must keep the offered products available and deliver them to the municipal warehouse in Aspe in response to orders. In the ordinary schedule, delivery is due by the first Wednesday at least one week after the order email, between 8:00 and 14:00. For evaluation, a shorter delivery time earns up to 20 points, with a maximum delivery period of 10 working days. Bids must also include technical and safety data sheets, product compliance declarations, an up-to-date product catalogue, and relevant quality or environmental evidence. The bid must state one discount percentage applying to all unit prices, the delivery time, and the technical sheet for the delivery vehicle. Award scoring is based on price (up to 70 points), delivery time (up to 20 points), and emissions reduction through vehicle choice (electric vehicle: 10 points; hybrid: 5; fossil-fuel vehicle: 0). The bidder submitting the best offer must hold professional civil-liability insurance of at least €421,469 and may be required to provide product samples meeting at least the quality of the municipality’s current reference samples.
