Rental of 30 13-metre interurban buses for the TITSA fleet

Summary

The contract is for the three-year rental of 30 new, approximately 13-metre interurban buses for TITSA. The buses must be suitable for mountain routes, including services in the Teide National Park area, and all 30 must be of the same make and model. The fleet must be delivered to Tenerife, registered and ready for service within five months of the contract taking effect. Key minimum specifications include a length of 12,500–13,280 mm; a diesel engine producing at least 265 kW, with torque of at least 1,400 Nm and displacement of at least 8,700 cm³; an automatic gearbox with at least six gears; and a range of at least 700 km under the SORT 2 cycle. Each bus must have an ECO environmental classification or an official equivalent, a wheelchair space with an access system, and the required safety, braking and other equipment. The rental service includes, among other things, at least five diagnostic systems, access to online spare-parts and technical information, and a GPS tracking platform. The contractor must provide technical support and a three-year vehicle warranty, train 120 maintenance mechanics for at least 35 hours each, and train eight driver instructors for at least 35 hours each. TITSA is responsible for fuel, insurance, tyres and routine maintenance; the contractor is responsible for resolving warranty-covered faults. Bids must include a financial offer and technical data sheets for the vehicles. Estimated mileage is 100,000 km per vehicle per year. The maximum tender budget is €7,608,435.72, including 7% IGIC; the maximum three-year rental charge is €6,583.97 per vehicle per month, excluding IGIC. Price carries 65 points, while vehicle features and delivery time carry 35 points. The charge for additional mileage must not exceed €0.06 per kilometre.
