Summary

The contract covers the supply, installation and commissioning of a Thermo Scientific Orbitrap Excedion benchtop mass spectrometer, together with a compatible liquid chromatograph, autosampler, electrospray ionisation source, computer, software and necessary accessories. The integrated system must support high-resolution liquid chromatography–mass spectrometry and tandem mass spectrometry to analyse and identify known and unknown compounds, including secondary metabolites in plant samples. The supplier must deliver, install, connect, configure and calibrate the equipment, verify its operation and provide operating and maintenance documentation. At least 10 hours of in-person user training must be delivered after installation. The contract requires a minimum 36-month warranty, technical support (remote or telephone response within 24 working hours and, when necessary, on-site assistance within 7 calendar days) and spare-parts availability for at least 10 years. The estimated contract value is €486,112.62 excluding VAT, and the maximum tender budget is €588,196.27 including 21% VAT. Delivery, installation and commissioning must be completed within three months of contract signature. Payment is made in a single instalment after the complete supply has been accepted. The contract is not divided into lots and is being procured through a negotiated procedure without prior publication on grounds of technical exclusivity. The bidder must demonstrate the required turnover, provide a list of comparable supplies from up to the last three years and a company exclusivity certificate, and submit a compliant technical and price offer with the required declarations.
