Management of hazardous and non-hazardous waste at Air and Space Force units
Summary
The tender covers the collection and management of hazardous and non-hazardous waste produced at units, centres and organizations of Spain’s Air and Space Force. The contractor must remove the waste from the units, load and transport it using its own resources, and arrange for reuse, recycling or other recovery; where these options are not possible, the waste must be lawfully disposed of. The contractor must also provide documents demonstrating waste traceability, supply necessary packaging and containers, label the waste, and handle waste-management records electronically. The procurement is divided into two lots: Lot 1 covers the Madrid region and the Canary Islands, with a budget of €120,000 including taxes; Lot 2 covers the rest of mainland Spain and the Balearic Islands, with a budget of €200,000 including taxes. Bidders may tender for one or both lots. The initial total budget is €320,000 including taxes, and the estimated value including planned modifications and extensions is €639,999.99 excluding taxes. The contract runs for 24 months, with possible extensions of up to two years. Waste quantities are estimates based on previous years and do not guarantee a minimum workload. Hazardous waste must normally be collected at least every six months, or at least twice a year; liquid waste held in tanks that could overflow must be collected as needed. The contractor must complete a collection no later than 30 calendar days after receiving a request from the contracting authority’s representative. Tenders are scored on economic criteria worth 75 points, social criteria worth 17 points and innovation criteria worth 8 points. Bidders must have the required waste-management authorization, financial and technical capacity, relevant certificates, and sufficient staff, equipment and transport vehicles.
