Helipad management service at La Fe Hospital

Summary

The tender is for management of the restricted-use helipad at La Fe University and Polytechnic Hospital in Valencia. The contractor will coordinate and record flight operations and ensure the helipad is operated safely and in accordance with applicable requirements, 24 hours a day, 365 days a year. The work includes preparing and updating emergency and operational procedures and the helipad manual; liaising with aviation and emergency authorities; handling incidents; providing at least one staff training session and one exercise each year; making at least three site visits annually; and submitting monthly and annual reports. The contractor must also monitor obstacles around the helipad, coordinate nearby drone flights and support completion of the fourth authorisation phase if it remains unfinished when the contract is awarded. The bid must include a work plan stating at least the number of staff, schedule, assigned duties and planned activities. The team must include at least two part-time engineers with aeronautical training. Each must have either a master’s degree in Aeronautical Engineering or a bachelor’s degree in Aeronautical Technical Engineering specialising in airports. For another aeronautical technical engineering specialisation, at least two years’ experience with aeronautical infrastructure must be evidenced by a named certificate from a client. The contractor must hold civil liability insurance with minimum cover of EUR 3,000,000. The bidder must also comply with aviation safety, occupational health and safety, and hospital coordination requirements.
