Comprehensive Cleaning Services for Asturias Vehicle Inspection Facilities

Summary

ITVASA is procuring comprehensive and periodic cleaning services for its vehicle inspection stations, offices and administrative buildings, inspection halls, pits, equipment, parking areas, roads and service vehicles across Asturias. The service also includes supplying hygiene and kitchen consumables and cleaning products, sorting and handling waste, maintaining cleaning machinery, cleaning vehicles inside and out, and providing extraordinary cleaning when requested. The initial contract term is 24 months, with up to two 12-month extensions; the estimated value is €1,096,198.04 excluding VAT. The Gijón-Granda and Langreo sites will only be serviced and invoiced after ITVASA issues the relevant start order. The bidder must provide the staffing and machinery specified in the tender documents, including a service coordinator with at least three years’ experience coordinating similar cleaning services and specialist or specialist-cleaner coverage equivalent to 48.5 hours per week, which may be reduced proportionally while deferred-start sites remain inactive. Staff must be taken over where required, and applicable collective-agreement conditions must be maintained. The tender must include a technical service-control plan, worth 49 points; bidders must score at least 24.50 points to proceed. Price is worth up to 41 points, and the annual allowance of free additional cleaning hours is worth up to 10 points. Bidders must quote 2027 unit prices for daytime and night-time hours; prices for subsequent years increase by 3% annually. Neither the total tender price nor unit prices may exceed the stated limits. At least half of the distinct cleaning-product references must carry a recognized Type I ecolabel, subject to the exceptions in the tender documents. Bidders must submit the required compliance and qualification declarations and, if successful, supporting evidence and a work plan.
