Household municipal solid waste collection service

Summary

The tender will select one company under a framework agreement to provide household municipal solid-waste collection and transport for the participating municipalities of Sant Mateu, Les Coves de Vinroma, Santa Magdalena de Pulpis, La Salsadella and Rosell. The contract is not divided into lots. The service includes supplying, installing, maintaining, cleaning and, where necessary, relocating containers; collecting residual waste, packaging, paper and organic waste, as well as other municipal waste left in public areas; transporting waste to treatment or recycling facilities; and running public-awareness campaigns. Organic-waste containers must be lockable, and the collection truck must have at least two compartments and weighing equipment. Containers must be cleaned at least monthly, and every 15 days in July and August. A single company will be selected for the framework agreement. The tender documents state that the framework agreement lasts four years with no extension; the service contracts awarded under it are stated to last eight years, with up to two one-year extensions. The estimated value for eight years is €2,520,079.28 excluding VAT, with VAT at 10%. The framework agreement’s maximum estimated value is approximately €3.15 million excluding VAT. Bids are assessed on price, the proposed number of containers to be anchored, and the technical service plan. The technical plan is worth up to 12 points, and at least 6 points are required to continue; price is worth up to 15 points and container anchoring up to 3 points. Bidders must also provide a cost study demonstrating the financial viability of their offer. Bids must be submitted electronically within 35 calendar days of publication of the contract notice.
