Organisation and delivery of the Women Connected programme

Summary

The tender covers the organisation and delivery of the “Women Connected” pilot programme in Asturias during November and December 2026. The programme is for women over 55 living in rural areas across 16 municipalities and aims to support wellbeing, social participation, digital skills and the creation of mutual-support networks. The contractor must design and coordinate the programme, manage registrations, deliver two themed workshop strands in each participating municipality, organise three guided cultural visits to the Museum of Fine Arts of Asturias in Oviedo and hold a regional closing event. The work also includes arranging participants’ return transport with compulsory passenger insurance, providing information and communication services, supplying learning materials and consumables, and submitting a final report before 31 December 2026. Workshops cover digital skills and safe use of technology, as well as health, wellbeing and self-care. Each workshop lasts five hours in two 2.5-hour sessions; there are 16 workshops for each theme, with up to 15 women per workshop. The contract lasts two months, planned from 3 November to 31 December 2026. The estimated contract value is €28,524.94 excluding VAT, and the maximum budget is €33,211.57 including VAT. The contract is not divided into lots. Price is worth up to 40 points and improvements up to 60 points: additional team experience up to 33 points, an additional technician 20 points, and extra materials up to 7 points. Bidders must meet the financial and experience requirements and provide a team with the required experience and specialist gender-equality training.
