Annual audits of ADIF’s Railway Traffic Safety Management System, 2027–2028
Summary
ADIF is procuring annual audits of its Railway Traffic Safety Management System (SGSC) for 2027 and 2028, with an option to extend the contract through 2029. The audits must assess compliance with mandatory EU safety requirements, correct implementation and effectiveness of the system in the ADIF units concerned, and the handling of findings from previous audits. The work must be performed independently of ADIF, maintain continuity in the audit conclusions, and identify improvement opportunities and system strengths. The contract runs for 24 months, with a possible extension of up to 12 months. It is not divided into lots, and the contractor must perform all audit work directly; subcontracting is not permitted. The estimated contract budget is €41,630 excluding VAT (€50,372.30 including 21% VAT); including the possible extension, the estimated total value is €62,445 excluding VAT. Bidders must meet the financial and technical capacity requirements and appoint a lead auditor with at least five audits of railway safety management systems and five ISO 9001 management-system audits. Offers are evaluated on price (90 points) and the lead auditor’s number of previous railway safety audits (10 points). The successful bidder must provide a 5% final guarantee and maintain the required liability insurance. Bids must be submitted electronically.
