Supply and installation of enclosures and security systems for waste collection areas in Xeraco

Summary

The Municipality of Xeraco is procuring the supply and installation of two secure waste collection areas, intended to organise container locations and improve safety for users and municipal services. The work includes modular enclosures made with recycled-plastic panels and steel structures; one accessible pedestrian door and two wider doors for containers and, if needed, collection vehicles; information signs; video surveillance; and interior and exterior lighting. The contractor must also transport, load and unload, assemble and install the equipment, commission the systems, and manage waste generated during the work. The budget specifies 69 metres of enclosure, while the justification memorandum states 90 metres; the documents also describe the camera quantity inconsistently, so bidders should seek clarification before preparing an offer. The enclosure must be modular and relocatable, with adequate ventilation and visibility. Panels must be brown and made from 100% recycled plastic, structures cold-galvanised, and all materials new. The installed enclosure must be 2.00–2.50 metres high. A competent professional or company must provide structural calculations and compliance evidence. The structure must allow for future roofing and be designed to support the load of a planned photovoltaic installation. Technical requirements also cover accessibility, safe and easy-to-open gates, wash-down cleaning, and a minimum five-year warranty. Offers must be submitted electronically. The tender budget is capped at EUR 59,653 including VAT (EUR 49,300 excluding VAT). Price is worth up to 70 points, while reducing the 45-calendar-day delivery and installation period by up to 10 days is worth up to 20 points. Technical evaluation is worth up to 10 points, and at least 5 points are required to proceed to the next stage. The technical submission is limited to four A4 pages and must be accompanied by the specified drawings, photographs and separate technical data sheets. The work must be completed within 45 calendar days from the day after contract formalisation and, in any event, before 10 December 2026. Bidders must meet the participation conditions, including the required register entry or a registration application submitted by the deadline. Recyclable packaging, workplace safety and applicable grant conditions must also be observed.
