Supply of healthcare training equipment for ESENGRA

Summary

The procurement is for an open, needs-based supply of medical and first-aid equipment for practical healthcare training at ESENGRA, up to exhaustion of the available budget. The item list includes, among other things, first-aid bags and backpacks, tourniquets, haemostatic dressings, wound dressings, splints, cervical collars, resuscitation equipment, patient immobilisation and stretcher equipment, and a triage kit. The contract is not divided into lots. Bidders must submit a technical data sheet for every offered product and a price offer showing VAT separately. Products must be new, unused and legally marketed; equivalent products meeting the requirements are acceptable. Price is worth up to 90 points and delivery time up to 10 points: delivery within 10 days earns 10 points, 11–20 days earns 5 points, and 21–30 days earns 0 points. Offers proposing delivery later than 30 days are excluded. Delivery is due within 30 days of contract signature, with 10 November 2026 stated as the deadline in the administrative conditions; the technical specification also gives 30 November 2026, so bidders should verify this date discrepancy in the tender documents. Goods must be delivered to the ESENGRA supply service, with transport, delivery and handling costs borne by the contractor. Deliveries must take place between 09:00 and 13:00. The budget is EUR 19,995.23 including 21% VAT (EUR 16,524.98 excluding VAT). Participation requires the prescribed declarations, and the best-ranked bidder must provide evidence of register entry and compliance with tax and social-security obligations. A REACH compliance declaration, commitment to the Ministry of Defence code of ethics, and proof of civil-liability insurance of at least EUR 90,000 are also required.
