Roadworks on the Provincial Road Network 2025 – 6 Lots

Summary

The tender comprises six lots of roadworks on the provincial road network in León. The works widen and improve carriageways, renew road surfaces, adapt drainage, and update signs, road markings and safety barriers. Lot I widens 1.58 km of road to 6 metres and replaces three bridges. Lot II widens and improves 1.295 km of road to a paved width of 4.5 metres. Lot III widens and improves 1.7 km of road, creating a 7-metre carriageway with 0.5-metre shoulders on each side. Lot IV renews the surface along 1.478 km, improves drainage and builds passing bays. Lot V widens and improves 2.5 km of road to 6.5 metres, with 0.5-metre shoulders on each side. Lot VI widens and improves the road towards Velilla de la Valduerna to 6.5 metres, with 0.25-metre shoulders on each side. The total estimated value excluding VAT is €3,836,810.94, and the total budget including VAT is €4,642,541.23. The contract periods are 9 months for lot I, 3 months for lot II, 6 months each for lots III and IV, 8 months for lot V and 4 months for lot VI, starting when the road-setting-out verification record is signed; extensions are not available. Bids are evaluated automatically out of 100 points: price is worth up to 30 points and the other criteria up to 70 points. The other criteria cover the distance to the asphalt-mix plant and aggregate plant, a commitment to fund quality control, a social criterion, an offer to lay an additional asphalt layer and an extension of the warranty period. As a general rule, a bidder may be awarded only one lot, subject to the exception stated in the tender documents. Bidders must submit the European Single Procurement Document and a signed responsible declaration, and demonstrate the financial and technical capacity required for the lot or lots bid for. During contract performance, recycled material worth at least 1% of the works’ material execution budget must be used, and the required liability insurance must be in place.
