Supply of solar streetlights and road luminaires

Summary

The tender concerns the supply of lighting equipment to renew Benissa’s outdoor public lighting: 145 complete solar-powered LED lighting systems, including 100 with four-metre poles and 45 with six-metre poles, plus 90 LED luminaires for roads and streets. The contract covers supply only; civil works, foundations and installation are excluded. Delivery must be made to the municipal warehouse or another location designated by the municipality, with transport and unloading included. The delivery period is 12 weeks from contract signature. The solar-system luminaires must have a rated power of 40 W, luminous efficacy of at least 140 lm/W, protection rating of at least IP66 and IK08, a 3000 K colour temperature, CRI above 70, an upward light output below 1%, and a service life of at least 100,000 hours. Requirements include an 80–100 Wp monocrystalline solar panel, battery autonomy for at least 3–4 complete nights, automatic dusk activation, and hot-dip galvanised steel poles. The 90 separate LED luminaires must meet requirements including an aluminium body, protection of at least IP66 and IK08, CRI above 70, a power factor above 0.95, and surge protection of at least 10 kV / 10 kA. Products must meet CE and ENEC requirements and applicable energy-efficiency, outdoor-lighting and light-pollution rules. Deliveries must include technical data sheets, digital photometric curves and maintenance manuals. The warranty must be at least five years, with no limit on operating hours. The estimated contract value and budget excluding VAT are EUR 165,000; the budget including VAT is EUR 199,650. Offers are assessed automatically: price scores up to 70 points; each week removed from the delivery period scores 5 points, up to 20; and each additional solar streetlight with a four-metre pole scores 1 point, up to 10. Offers must be submitted electronically within 15 days beginning the day after publication of the contract notice. Bidders must be registered in the relevant register and demonstrate professional liability insurance of at least EUR 165,000, or undertake to obtain it, and provide two qualifying references from the last three years. The successful bidder must provide a final guarantee of 5% of the offer price excluding VAT.
