Ambulance patient transport services in the Araba area

Summary

Mutualia is procuring ambulance patient transport for its insured persons in the Araba/Álava care area, including journeys between homes, workplaces, healthcare facilities and hospitals; justified journeys may also extend to neighbouring provinces. The service must be provided with at least one conventional class A1 ambulance and one class B basic life-support ambulance, available every day of the year. The vehicle base must be in Vitoria-Gasteiz or within 17 km of the city. The maximum response time for an unplanned journey is 30 minutes in the urban area and within a 17 km radius, and 60 minutes elsewhere in the province. Bidders must submit a single electronic tender containing the European Single Procurement Document, prices for every billable service item, an automatically scored technical offer, the required declarations and a commitment to provide the necessary resources. Unit prices must not exceed the stated ceilings. Price accounts for 85 award points, with a further 15 points available for other automatic criteria. These include using a higher-class ambulance for A1 requests, staff knowledge of Basque, an ambulance with an environmental label, a bariatric ambulance or a vacuum mattress, and real-time vehicle tracking. The initial contract term is one year, from 1 December 2026 to 30 November 2027, with two successive one-year extensions possible. The estimated contract value is €12,489.60; VAT is exempt. The tender submission deadline is 15 October 2026 at 14:00. Participation requires professional liability insurance of at least €300,000 per claim, compliant vehicles and qualified staff, and the authorisations needed to provide the service. The bidder must also comply with labour, safety, environmental and data-protection requirements and Mutualia’s Supplier Code of Conduct.
