Operator-Operated Machinery Service for Shredding Waste
Summary
The procurement is for machinery with an operator to shred mattresses, wood and bulky waste at the Lorca Waste Management Centre. The service includes at least a 260 kW diesel shredder with a mattress-shredding programme, a grapple-equipped excavator to feed it, a reversible twin-shaft shredder, a magnet to remove ferrous material, transport and operator services. After each request from Limusa, the machinery must be ready at the site within 15 days. Minimum productivity is 90 mattresses or 10 tonnes of wood and bulky waste per effective working hour in each 40-hour work period. The initial contract term is 12 months, with one 12-month extension that the contracting entity may require; the maximum total term is 24 months. The tender budget is €66,275 excluding VAT and €80,192.75 including VAT; the estimated total value including the extension is €132,550 excluding VAT. This is a needs-based contract priced by units, so the contracting entity does not guarantee that estimated quantities will be ordered. Maximum unit prices are €280 per working hour for the shredder, €70 per working hour for the loading machine, and €1,800 per round trip for transporting each machine. Bids must cover all price items; exceeding a unit-price ceiling or the overall budget results in rejection. Bidders must meet the financial and technical capacity requirements, hold the relevant waste-treatment authorization, and assign an operator with at least three years of similar experience and specific machinery training. Bids are evaluated on price for up to 70 points and the assigned operator’s additional experience for up to 30 points: experience of 4–8 years earns 6–30 points. After the contract is awarded, payment is based on work actually performed and accepted.
