Consultancy for reviewing the taxation of electrical and renewable-energy facilities

Summary

The Municipality of Aldeacentenera is procuring a two-year engineering consultancy and legal-support service to review the tax treatment of electrical and renewable-energy generation facilities and related infrastructure, and to improve local tax revenues. The work includes analysing and inventorying photovoltaic and other generation facilities, power lines, substations and transformer centres; measuring their components and assessing taxable values; comparing local tax records, including property and business-activity taxes, with 2025 data; and assisting the municipality in administrative proceedings and, where necessary, tax litigation. Formal tax inspections, issuing administrative decisions, assessing taxes and enforcement collection remain the municipality’s responsibility. The work must be carried out by at least one engineer and one practising lawyer, each with more than five years of relevant experience. Bidders must demonstrate financial and technical capacity and submit separate technical and financial offers. Payment depends on improved revenue actually collected: the bidder must offer a fee rate of 15–25% and commit to a minimum guaranteed revenue improvement. No fee is payable if the bidder’s committed minimum is not achieved. The estimated potential revenue improvement is EUR 400,000, while the contract fee is capped at EUR 124,900 excluding VAT. Offers are assessed on a total of 100 points: up to 45 for the technical plan and experience and up to 55 for formula-based criteria. Offers must be submitted electronically in Spanish within 15 days starting on the day after publication of the contract notice.
