Health insurance for ISFAS members through insurers in 2027

Summary

The tender concerns insurance coverage for access to healthcare in Spain and cross-border healthcare for ISFAS members and other beneficiaries who choose to receive coverage through an insurer during 2027. The contract is for arranging insurance coverage, not solely for directly delivering medical treatment. Its estimated total value is €609,361,021.79, and the service period runs from 1 January to 31 December 2027. Eligible applicants are insurance companies authorised to operate in Spain in the health insurance class. They must demonstrate average annual worldwide health-insurance premiums of at least €10 million over the last three financial years and the ability to provide the required general and family medicine, nursing, specialist and hospital services. The required network must cover the areas listed in Annex A; in each specialist-care group, at least 75% of the required specialties or services must be available, and hospitals must be available in 70% of the Level III municipalities or municipal groupings. Applicants must also operate a nationwide 24-hour emergency coordination centre with a toll-free number and maintain a branch in every provincial capital, Ceuta and Melilla. The network must remain available at least through 31 December 2027. Applications must include the application form, a signed European Single Procurement Document, responsible declarations, corporate and representative-authority evidence, and the required provider-network database. Applicants must be up to date with tax and social-security obligations and provide evidence of authorisation to conduct insurance business. At least 2,000 members and beneficiaries must be enrolled with the insurer by 1 February 2027; if the number is lower, a deposit is required, with a minimum of €20,000. The successful applicant must deliver provincial provider catalogues by 20 December 2026. Requirements for foreign financial contribution declarations or notifications depend on the contributions received and the procurement value.
