Urine sample analysis for anti-doping controls through November 2026

Summary

The contract covers analysis of urine samples from anti-doping controls ordered by CELAD, because the ISCIII doping-control laboratory has temporarily suspended operations. The laboratory must test samples for prohibited substances and methods, carry out confirmation analyses when required, and report results to CELAD. Work must be performed at the bidder’s own laboratory. The contract runs from award until 30 November 2026; if the ISCIII laboratory resumes operations sooner, the contract ends and no further samples will be sent. The estimated quantities are 175 basic out-of-competition analyses, 90 full in-competition analyses, 25 ESA analyses, 20 GHRF analyses, 5 steroid-profile confirmations and 5 GC-C-IRMS analyses. The maximum budget is EUR 59,975 excluding VAT, or EUR 72,569.75 including VAT. Bidders must quote a unit price for every analysis type, not exceeding EUR 180, EUR 210, EUR 203, EUR 125, EUR 100 and EUR 300 respectively, excluding VAT; every analysis type must be priced. At the time of bidding, the bidder must be a laboratory accredited by the World Anti-Doping Agency and comply with the current International Standard for Laboratories. Demonstrated technical and scientific capacity, qualified health-science staff and practical anti-doping experience are required. Bids are scored for price (up to 49 points), optional free storage for 10 years (6 points), the team’s research and publication experience (up to 20 points), and faster delivery of analysis certificates (up to 25 points). Bidders are exempt from proving economic and technical capacity when submitting their bids, but the proposed awardee must prove it later by the legally prescribed means.
