The contract covers renewing the waterproofing and improving the energy efficiency of the Villa del Río Town Hall roof, to ensure water tightness, thermal insulation and proper rainwater drainage. The works must follow the project and technical specification; the contract is not divided into lots. The completion period is 3 months and the warranty period is 12 months. The estimated value is €54,503.79 excluding VAT, and the tender budget is €65,949.59 including 21% VAT. Bids must be submitted electronically and include a responsible declaration, a price offer and any automatically scored improvements offered. Price is worth up to 20 points; the other award criteria are worth up to 80 points in total: faster submission of documents needed to start the works (up to 5 points), a shorter completion period (up to 30 points), an extended warranty (up to 25 points), and installing stainless-steel bird deterrent spikes on all cornices (20 points). The improvement options are not mandatory. Bidders must be legally eligible to contract and have the required financial and technical capacity. Contractor classification is not mandatory; the documents describe alternative ways to demonstrate turnover, insurance and previous works. The successful bidder must provide a final guarantee equal to 5% of the offer price excluding VAT. During performance, the contractor must comply with occupational health and safety, labour and environmental obligations and allocate 1% of the works budget to quality control.
