Operation of the Cangas de Onís Interurban Passenger Transport Station

Summary

The concession is for operating Cangas de Onís interurban bus station for 15 years, with a possible single extension of up to two years, including the associated premises such as the workshop, café-restaurant, commercial units and advertising areas. The concessionaire will manage the station’s daily operations, passenger information, bus and passenger movements, ticketing facilities, luggage storage, cleaning, maintenance, lighting and safety, and may also earn income from ancillary premises and services. The station must operate every day of the year from 7:00 to 23:00. Bidders must submit an investment plan of at least €60,000, including a system to monitor station use in real time and store operational data, and bring that system into operation within four months of contract signature at the latest. The bid must also include a station-management project, a description of staffing and work arrangements, a maintenance and conservation plan, and an economic and financial plan. Staffing must provide for at least three full-time-equivalent traffic manager positions. The concessionaire will pay the municipality an annual fee of at least €40,000; bidders may offer more, and the fee and tariffs are adjusted under the tender terms. Bids are assessed on the annual concession fee (up to 80 points), the service start-up time (up to 5 points) and the time to bring the monitoring system into operation (up to 15 points). The concessionaire bears the business risk and the costs of station operations, staffing, maintenance and insurance.
