Construction of vertical gardens on the ramps of Vallecas Bridge on the M-30

Summary

The contract covers the construction of vertical gardens on the ramps of Vallecas Bridge on the M-30 in Madrid. The work includes planting and installing the necessary support structures, fixings, irrigation and drainage systems, together with associated construction, traffic-management, waste-management and safety works. The project will green existing infrastructure and improve the environmental and landscape quality of the surrounding area. The contract is not divided into lots and has a 4-month completion period. Bids are assessed using a technical method statement worth up to 25 points and criteria scored numerically worth up to 75 points. Price is worth up to 35 points; additional points are available for a longer warranty, completing the works one week sooner, an information campaign for residents, a 4 × 3 metre works sign, a low-emission vehicle, quality certificates and staff experience. Bids must be submitted electronically in three separate envelopes. The base tender budget is €1,499,720.92 excluding VAT and €1,814,662.31 including VAT; the estimated value, including a possible modification of up to 20%, is €1,799,665.10 excluding VAT. Bidders must demonstrate the required financial and technical capacity and comply with labour, social and health-and-safety obligations. For contract performance, they must provide a suitably experienced works manager, vertical-garden specialist and site foreman, and establish an appropriate temporary support area before work begins. No provisional guarantee is required. The successful bidder must provide a 5% final guarantee and take out the required construction all-risks and liability insurance.
