Specialist forestry training services for mixed training-and-work programmes

Summary

Barcelona Activa is procuring specialist forestry training for young people taking part in its mixed training-and-work programmes in 2027. The contract is divided into three lots: (1) basic training in handling plant-protection products, including an official examination; (2) brushcutter use and the EBC certificate, chainsaw maintenance and basic bucking at ECC1 level, forest-management permits and Pla Alfa, and GPS navigation; and (3) occupational-safety training for chainsaw and brushcutter use. Participants are generally under 30. Groups are usually limited to 8, while GPS training is for 16 participants divided into two groups. The contractor must plan and deliver the courses, including theoretical and practical sessions; provide learning materials and necessary supplies; coordinate with Barcelona Activa; monitor participants’ progress and attendance; conduct assessments and arrange the required certificates; and submit a final report. Training is mainly in person, although the theory component of the plant-protection course may be delivered in a virtual classroom. Courses must be available in both Catalan and Spanish, and must start no later than 15 days after Barcelona Activa’s instruction to begin. The initial contract runs during 2027 and may be extended for up to four additional years, for a maximum total term of five years. The total tender budget is €15,862.50 excluding VAT, and the estimated total contract value, including potential extensions and modifications, is €95,175 excluding VAT. The budgets excluding VAT are €4,000 for Lot 1, €10,400 for Lot 2 and €1,462.50 for Lot 3. Maximum hourly rates are €80 for Lot 1 and €162.50 for Lots 2 and 3. Bidders must meet the turnover, relevant past-performance and trainer-qualification requirements for each lot and must be authorised to deliver the training and certify participants. Evaluation awards 35 points for price, 15 for additional staff experience and 50 for the technical proposal. The technical proposal must score at least 25 points and may not exceed 20 pages. Bids must be submitted electronically with the required declarations, price offer and supporting staff documents.
