Ambulance services for municipal events in Sant Fost de Campsentelles

Summary

The tender covers ambulance services for municipal and partner-organised cultural, sporting, social, leisure and other events in Sant Fost de Campsentelles. The contractor must provide preventive medical cover throughout each event, deliver care when required and transport patients to hospital when necessary. The ambulance must arrive at least 10 minutes before the event starts and remain available without interruption; a failed vehicle must be replaced by one with equivalent or better specifications. Approximately 175 service hours are planned per year, and some events may require several ambulances at the same time. The initial contract term is one year, with a possible two-year extension. The annual maximum budget is €23,500 and the estimated total contract value, including the extension and possible modifications, is €75,200; the activity is exempt from VAT. Payment is based on unit prices for services actually ordered. Maximum prices for the three-hour minimum service are €675 for advanced life support (ALS), €435 for intermediate life support (ILS) and €350 for basic life support (BLS); from the fourth hour, the corresponding hourly caps are €196, €125 and €100. Exceeding any one of these caps results in rejection of the bid. The contract is not divided into lots. Evaluation awards up to 60 points for price, up to 20 points for shortening the notice period for service cancellations (36 hours earns 10 points and 24 hours earns 20), and up to 20 points for shortening the advance notice for service requests (3 days earns 10 points and 1 day earns 20). Services normally have to be requested at least five days in advance; cancellations must be notified at least 48 hours in advance to avoid a charge for the cancelled service. Bidders must demonstrate professional liability insurance of at least €300,000 and comparable service experience worth at least €16,450 in the year of greatest activity during the previous three years. Ambulances and staff with the required equipment and qualifications are also required; companies established less than five years may use an alternative method to demonstrate technical capacity.
