Technical assistance for drafting agricultural spatial plans for Priorat and Penedès

Summary

Technical assistance is being procured to prepare two agricultural spatial plans: Lot 1 covers the Penedès area and Lot 2 the Priorat county. The aim is to produce the documentation needed for initial approval and public consultation of the plans and for the environmental procedure. The work includes analysis of agricultural areas and socioeconomic, environmental and spatial factors; a draft plan with maps, planning rules and economic analysis; a strategic environmental assessment; and documentation of public participation. Each lot runs for 24 months; Document 1 is due within 12 months and the other three documents within 24 months. The total budget is up to €238,164.49 including VAT: up to €128,736.48 for Lot 1 and €109,428.01 for Lot 2. Bidders must demonstrate the required turnover and comparable experience and provide a team with the specified expertise. The bid must include a responsible declaration, a technical proposal and a price offer. A minimum of 22.5 out of 45 points in the qualitative assessment is required to proceed to evaluation against the objective criteria. During performance, the contractor must, among other things, deliver documents in Catalan and generally use paper-free communication with the contracting authority.
