Maintenance of biometric signature licences for Marchamalo’s citizen service

Summary

The tender covers the installation and maintenance of biometric-signature software licences for the citizen service of the Municipality of Marchamalo for four years. The contractor must ensure biometric signing on the municipality’s existing tablets, provide configuration and launch support, enable unlimited signatures at the current three workstations, and maintain reliable integration with the municipality’s Gestiona registration and document-management system. The solution must support secure document signing, produce advanced electronic signatures, comply with the specified eIDAS and ISO/IEC 19794-7 requirements, and be provided by a qualified trust-service provider. Maintenance includes software and integration updates, security patches, bug fixes and technical support. For a serious service outage or data-security incident, the response time must not exceed one hour. A service problem reported before 11:00 must be resolved that day; incidents reported from 11:00 onwards must be resolved by 11:00 the following day at the latest. The estimated contract value is €7,240 excluding VAT, and the total budget ceiling is €8,760.40 including VAT. The first-year budget includes €360 excluding VAT for installation and €1,720 for annual maintenance; maintenance in subsequent years is €2,081.20 including VAT. The annual maintenance price scores up to 80 points, installation and commissioning up to 10 points, and the number of licences up to 10 points: three licences are included, while four earn 5 points and five earn 10 points. For technical reasons, the contract uses a negotiated procedure without prior publication; only invited companies may submit offers. Bidders do not have to prove financial or technical capacity, but must meet the technical specifications, submit the required declarations and make a compliant offer. The successful bidder must provide a final guarantee of 5% of the offer price excluding VAT.
