Provision of home assistance services

Summary

The tender covers the public home-assistance service in Laguna de Duero for an initial two-year term, from 27 November 2026 to 26 November 2028. The contract may be extended twice, for one year each, giving a maximum total term of four years. The budget for the initial two years is EUR 1,802,849.91 excluding tax; the estimated value including extensions is EUR 3,429,444 excluding tax. The contractor will organise everyday personal and domestic assistance at home, including hygiene, dressing, mobility, meal preparation and eating support, routine household upkeep, laundry, accompaniment, social support and help to relieve family caregivers. The service also covers minors and families with substantial care burdens. It excludes specialist healthcare and general deep cleaning as part of the ordinary service. The provider must ensure continuity, arrange staff cover and coordinate closely with the municipality. Service normally must start within seven calendar days, or within 24 hours in urgent cases. The bidder must hold the required regional registration and home-assistance accreditation, demonstrate relevant experience, provide a suitably qualified coordinator and hold a current quality certificate, including UNE 158301 or a recognised equivalent. The offer must include the required technical plan and supporting evidence. Evaluation considers the hourly price, service improvements and technical quality: up to 40 points for price, 40 for improvements and 20 for technical assessment. Offers must be submitted electronically within 35 calendar days of publication of the contract notice.
